China has the same size economy but they spend more on military. Multipolar- china, india, japan -world now where they have a global growth in the world. Mad mutually associated destruction: big countries do not go to war because they have nuclear weapons; they prevent war. 3 assumptions: states have a large stock pile of weapons, states must have a second strike capability, states can have self-preservation. Neorealism= anarchy; because the structure of international system; the source of conflict. Source of balance of power theory- people see unipolar systems as not stable. If not the hegemon, you have no control; do not want power that has too much power.
