Only done by lawmaking bodies (legislators: the law is given to administrative agencies to implement, environmental law is typically given to the epa, laws are huge. Long, dense, because the agencies must know legislative intent so they must be specific: also must take into account history, which adds to length, however, laws are not specific enough. They are sometimes very unclear on how to actually fix the problem: every 5-10 years, policies must be evaluated for effectiveness, oftentimes, they get updated. Multiple policy actors: primarily: the government, special interest groups, industry, environmental, agricultural, labor, scientists, mass media, public opinion.
