Absence of central decision making is attractive. Could take part economically w/o taking away sovereignty, and did not threaten other countries. Seen more as an opportunity than a risk. Balance of power: a state of affairs where a number of actors are involved and no one actor can impose its own rules on the rest of the actors; 2 or more coalitions have influence.
