Policy implementation which is carrying out the policy (bureaucracy) Tension between these stages because the bureaucracy have different motives from congress. They are accountable to the president and sometimes the president and congress don"t agree. Is the policy doing what was it was intended to do. Process is equal to all individuals (conservatives) Policy change is when this process repeats itself. Height of stools different as to adjust to people of different heights. Look to features to explain why policy change did or did not happen. Public opinion is less influential because it is primarily the role of elites. Policy process is not as democratic as we think. This supports the idea that it takes a lot of resources to influence the policy world. Individuals will always act in their own self-interest.
