Ex. pervasive lack of faith in police leads to code of the street: culture affects agency. Ex. wasn"t raised to make the good decisions because can"t code switch: culture affects structure. Why is our penal philosophy part of the problem: difference between toughness and making community safer. Why won"t rehabilitation programs (ex drug treatment) solve mass incarceration: only deals with people already in the system- it"s an addition to; not an alternative, xes a behavior but not circumstances. Why won"t alternatives to incarceration programs solve mass incarceration: get probation that is strict, and if you don"t follow; jail adds to the problem. Why won"t reentry programs solve mass incarceration: limited effect ex. felons can"t get jobs. Answer: structure, culture, and agency: change the structure (especially economically) of neighborhoods. Social disorganization, collective ef cacy and routine activities: change the structure of individuals.
