● Organized crime is prevalent in places people might not expect (i.e. in gov’t)
● UN needs to know who can be trusted
What is organized Crime?
● Networked
● Financial
● Violent, organized sophisticated
● 2 or 3+ people
● Sophisticated ot rationalized?
● Disorganized aspects
● Those who are loosely affiliated

● Organization?
○ If not hierarchical, who gets the money?
○ Need to distribute work
○ Some people might not communicate but might be in the same specialization
○ Transnational, but can also be domestic
○ Violence, intimidation and corruption
■ May also include violence between offenders
○ Drug vs. human trafficking
■ Use same routes to transport both people and drugs
○ Structures: hierarchical vs decentralized
○ Can reuse people, cannot reuse drugs
● Who are the traffickers?
○ Diversity of actors involved
○ Interaction with legitimate world
○ Role of law enforcement officials
○ Professions of traffickers (employed, educated, no prior convictions)
○ Women as traffickers
■ More common than in other crimes because may have been victim
beforehand
● Nigerian trafficking, offenders difficult to identify
