6: boris yeltsin was in power from 1991 to 1999, the metaphorical pendulum swings back and forth between the soviet. Union model of state control and yeltsin"s 1990s model of decentralization: decentralization is almost too light of a word to describe events in. Russia post-soviet union collapse while yeltsin was in power: tax collection was almost impossible, there was a backlash in the 1990s against the state and state involvement in all aspects of life. People wanted to reduce the power of the state. Moscow was not able to fund the various branches of the government. The enterprises were moved from government to private ownership: decentralization became very clear when independent television and radio stations emerged. Mass media became much more diverse and independent. Television news became much more critical of the state. Interviews and press conferences with government oicials were not available. The public was exposed to much more information: there was a very fast inlux of western inluence.
