The new nature of nation-state failure: rotberg (structuralist) Nation states fail because they can no longer deliver positive political goods to their people. Failed states are tense, deeply conflicted, dangerous and bitterly contested by warring factions. Violence, standards of living decrease, infrastructure of ordinary life decays, rulers take their own interest in mind before their citizens. Civil wars often caused by ethnicity, religion, linguistics or other intercommunal enmity. Pertaining to ethnic or intercommunal hostility or by regime insecurity, failed states prey on their own citizens. Ex: taliban"s afghanistan, rulers oppress, extort, and harass the majority of their own compatriots while favoring a narrowly based elite. Government loses control and gangs and criminal syndicates assume control over cities. Failed state is no longer able or willing to perform the job of a nation state in the modern world. As ruler take away funds from the state, fewer capital resources are available.
