Members of the ecj are all of the member states. Each judge has to swear an oath of loyalty to the eu. Also has to swear an oath of secrecy. Justices each had their own goals they want to achieve. Overall, rule has been to push law forward. Pushes integration forward sometimes in ways that are beyond what the treaties entail. Most judges they"ll have in one case is 13. Most cases will only have 3 justices. The court can decide whether a law or act of government upholds justice. 40-60% the court issues an opinion on, are in the form of this. In each member state, a local or national court may hear a case that relates to. Keep it at their level, but ecj gives a preliminary ruling-> what the ecj thinks. Then the local based courts make decision. Only if it relates to eu law, can you go to the ecj.
