People by iq below 17 , they aren"t accountable for there actions. They could have down syndrome: genius people. These individual have dif culty in integrated with peers and social situations. They have greater brain activity in frontal lobe , extra grey and white pattern. One perspective is that , u have the brain u have and u cant change ur intelligence. Other perspective is that you can can train ur mind and become . Environment play very hard in affecting intelligence. Like t wins who have the same environment.
