Many presidential candidates reformist vote split among candidates. Using populist rhetoric, rafsanjani is a wealthy politician contrasted with himself. Ahmadinejad won urban poor, some rural poor as well. Sometimes state wanted to change policies, sometimes not. Success of policies dependent on these three things. Once revolutionaries took over state, had to shift from ideological to pragmatic. Before revolution, pahlavi state trying to implement co-educational systems. New republic tried to separate education (primary and secondary). Expansion of boys and girls edu in 80s and 90s. Parents often pulled out daughters after puberty (pre revolution). After rev with segregation they kept daughters in school. Some sectors for girls much more difficult to get in. State employment considered less discriminatory and more stable. When war ended, lots of large families in bad economy. Khomeini, before death, changed direction of family planning policy. Gov stopped free vasectomies, increased maternity and paternity leave. Despite re(cid:448)ersal, people did(cid:374)"t really start to ha(cid:448)e (cid:373)ore kids.
