Agreement made iran virtual control by british. British advisors in almost all sectors of government. Seen as selling out iranian nation to the british. Ideas which emerged during constitutional revolution began to come ot the forfont. Supported by british because of centralization of government. Hired american financial advisor, who implemented reforms.
