Nbc created rules to prevent issues with content that could be controversial to audiences. However, they could not regulate what was in people"s minds. Nbc agreed to meet with catholic leaders on a regular basis to consult over content. Regulating foreign language broadcasts because they were worried about spies during wwii. Broadcasting patriotic content to get people behind the war. Exists as one umbrella idea that each episode falls under.
