Economic expansion, in this sense, calls forth political expansion, but of a type that is antithetical to constitutional principles of government by consent of the governed. A process by which powerful nation states progressively define themselves not only by their own constitutional principles of self- government, but by their capacities to rule of non-national spaces and peoples.
