Depends on the initial approach of the research, the objective of the researcher. Define the units of analysis (person, countries organizations, journals, etc. ) Define what is the unit of analysis. Establish what the characteristics of the population are. The sample is a subset of the population. It is intended that the subset is a faithful reflection of the whole population. Probability sample - randomly selected, everyone has an equal chance of being selected. Nonprobability samples - nonrepresentative, but still effective.
