Want to secure them by force: military embroilment in china, believed they were the superior asians, destined to rule everyone, strategic debate: Army, northern strategy: russia was the enemy. Navy, southern strategy: united states was the enemy, emphasis on developing weaponry to achieve naval superiority (knew they were going to be outnumbered and out produced by americans) Fun fact: weaponry advances tend to be in isolation.
