Required 50% of voters to take an oath of future loyalty before the restoration process could begin. Growing tensions between the president and congress. Only senator from a confederate state that remained loyal to the union. Grew up poor- he blamed that class for his family not being able to advance. Didn"t really care for slaves, but he hated their owners.
