Students are inadequately prepared: didn"t read the material, lack of prior knowledge. Teachers don"t control the direction of the discussion. Focus the discussion around 1 or 2 questions: can be more based on the group, what kinds of questions generate discussion, write those questions on the board. You may need to come back to them. If students get on a tangent they will have something to look back to bring them back to the discussion. Proceed as if students are prepared: do not reteach the content during discussion. If some students are not prepared then let them sit and not participate. Or participate and look like a fool: if most of the class is not prepared, stop the discussion and bore them with a lecture. Tell them that you will be giving them the most boring lecture you can to bore them. Punish them with work or a lecture.
