Led to democracy because they needed the willing cooperation of the majority. Aristocracy where the aristocrats were exceptional, mentally and physically. To show off, they often served in other city-states" armies. Democracy developed from the conflicts between the aristocrats and the people. Seized power in athens as a benevolent tyrant. Turned athens into an economic power through trade with olives. The agrarian reforms allows people to cultivate the olives. Bonds with the common man and makes a series of reforms.
