A doctrine that holds that the state has a responsibility to look after the well- being of children and to assume the role of parent if necessary. Philosophical basis for juvenile courts in america at the turn of the century. Beginning in the 1960"s the emphasis began to focus on a due process approach for juveniles: the child-saving movement. Wealthy, civic-minded citizens attempted to alleviate the burdens of the unfortunate urban classes and the immigrants through sponsoring shelter care for youths, educational and social activities and the development of settlement houses. Child-saving organizations convinced local legislatures to pass laws that allowed them to take control of children who exhibited criminal tendencies or had been neglected by their parents: the illinois juvenile court. It was drastically different from adult courts in that: Confidentiality was achieved by sealing juvenile records and closing proceeding to the public.
