This is the system of self help
There will always be a country that is better than you and can
take oer you so you do’t at to rely o ay oe else.
Realists eliee that hat e see i the EU o’t last ery
long.
There were so many alliances in the world and if people did
not feed the needs of those places then the alliance will fall
apart.
NATO will not exist anymore because there is no threat to
keep the alliance between the USA and Europe together (like
USSR and Germany)
o Realism:
States in the system of self-help should set alliances and
ensure security though a balance of power among states
Federalism
o Was technically the study of the USA because they were the ones
who first developed this structure. (1970/1980s are when we start
talking about Europe being Federalist)
o Europe
States lost their credibility and their political rights
They could not guarantee the safety of their citizens,
elites creating more wars and conflicts to rebuild state
European state system should be replaced by European
Federalism

Why are they losing their political rights?
Because they cannot guarantee the safety of their
citizens
European Union of Federalists (EUF)
o Created in 1946 but by the time the first Congress of the EUF met in
The Hague in 1948, national political systems were already being
rebuilt and the moment passed
We have to build an integrated federal state
They sat together and even had an agreement that Europe
would be a federal union and there was even a congress but
they ended up not meeting and not having Congress agree on
ideas
It’s the elites ad politiias oig together to disuss
politics but by 1948 (war ended in 1945) the nation states
were already developed and federalist power always takes
some power from the city states so a federalist system
ould’t ork ayore
o Jean Monnet
One of the founding fathers of the EU
A French Bureaucrat
He believed federalism was the only way to keep peace in
Europe
