Fascism- the form of government where everything is controlled by government power. If the majority says that it ought to be so, that is majority rule. Minority rights- the opposition of majority rules, bill of rights serves as a safeguard for minorities. African-american"s can"t vote = majority rule, groups of minorities want to change that = minority rights.
