In the american system of government, it is defined and characterized by power. Power ability to make someone do what you want them to do. Every level of our social institution is all about this power. The constitution defines what powers the government has and what rights can limit these powers. In american society and government, the people hold the power (the government derives its power from the consent of the peopleonly as the people allow). American society places a focus on the ability to gather and to discuss over political/general issues. Polis open space where one would discuss certain topics. When people have a problem, they meet in a specific place. When people gather and talk, there is a conflict. All ideas can be discussed, but not all ideas can be implemented.
