System of relations designed to increase consultation and dialogue between the european powers. Did not presuppose that interest of great powers would conflict with others. Assumed that it would not resolve, but contain conflicts. All states can benefit to some degree. All the great powers were afraid of revolutions. Key feature of the international system in the 19th century. Three wars for italian unification, but involved only two great powers during the last half of the century. Crisis and disagreement were common, but war did not happen due to concert diplomacy. Power was not exclusively determined by material strength. Degree of cooperation emerging between powers after the peace of westphalia. Rules started to emerge to manage relations. + non-intervention: do not intervene in smaller states" affairs. + balance of power becomes highly institutionalized: reflects cooperation. + system of concert diplomacy arose in response to international crisis: states practiced self-restraint and looked for solutions other than war through talking.
