Policy changes happen gradually in small steps. 1990"s baumgartner and jones introduced the term to describe serious vs. incremental change in political systems. Change generally happens incrementally with structures remaining in place for years or decades. Periods exist where new ideas and issues surface. This can lead to period of mass change in political structure and ideals. A new period then exists, building on or re ning existing structures rather than challenging or changing them. Combination of ideas - incorporates radical change with periods of relative stability. Key decision makers - allows for big change to happen when existing framework no longer satis es key decision makers and players. New ideas - a new idea must be in place and ready to replace old system.
