Politics & social problems: where do social problems come from, usual view: social problems are things that hurt a lot of people, sociological view: are created out of political clashes of interest. General model: political processes/clashes of interest create terms of debate over what is, and is not, de ned as or considered a social problem, moral entrepreneur. Why does drunk driving deserve severe punishment: controllability, responsibility, associated with fatal traf c accidents, speeding, inexperience, improper turning, improper passing. Issue of problem-naming: not because of evidence that things are social problems, general process: groups & organizations with an interest often create facts , and in de ning what is the problem in the rst place.
