There are far too many examples of wasted resources and wasted opportunities:-military spending, ineffective public undertakings, various vanity ventures, increasing capital flight, and systemic corruption. If goals are recast, the majority of budgets will support further human development expenses. Argentina spent 41% of its gnp in 1988 via its government budget, but its ratio of human consumption was just 2. 3% So argentina realized it could cut public spending, create more money for private investment and economic development, and yet significantly increase spending on human interest issues a path on which it is currently embarking.
