There are two forms of anarchy: lack of formal higher authority and potential use of force by any member. Anarchy and power are two main components. In anarchy there are different units that interact in a self-help system. Structures are key because they define the arrangement their individual attributes. Structures are way they are arranged and units are the state itself. He applies his ordering concepts to the international system as well. Waltz looks at domestic hierarchy to predict how states will interact with one another (similar to that of economic theory) Look up structure definition on page 30 of waltz writing: To define a structure requires ignoring how units relate with one another (how they interact) and concentrating on how they stand in relation to one another (how they are arranged or positioned). Structures are so important because they endure when leaders and ideas do not last. States are like units in that they are all autonomous political units.
