Lack of social cohesion - becoming a more divided country. Citizens needed to intervene actively in political and moral issues. Florence kelley-- focused on federal and state legislations in support of tenement house movement. Advocated for laws governing labor laws for children under 14. Felt that city politics had become a corrupt and closed system. Became one that took advantage of the new immigrants needs in exchange for their votes. Political progressives wanted to dismantle the political machine and the restructure city government.
