Philosophers classified governments according to the # of citizens being governed: Autocracy: system of gov where the power to govern is in the hands of one person. Oligarchy: system of gov where power is in the hands of a few people. Democracy: system of gov where the people rule (directly or indirectly) Believes that democ is a form of gov that emphasizes the procedures that allows people to govern. Sees democ in the substance of gov policies, in freedom of religion, and the provision for human needs. Procedural democratic theory: view of democracy as being embodied in a decision-making process. Involves universal participation, political equality, majority rule, and responsiveness. Universal participation: idea that everyone (democratic society) should participate in gov decision-making. Political equality: one vote per person; all votes counted equally. Majority rule: decision of a group must reflect the wants (of more than 50%) of those participating.
