This is all to portray past traditions and to portray him as a present king. This is idolizing him and it shows the gods he is a powerful man whose power come from the gods since he is holding a sickle which the gods use to fight monsters. In his left hand he is holding a maze which tells he is the vice regent of ashur(god).
