Economic persecution does not qualify you as a refugee. If you are fleeing to an area with better opportunity: calls you a migrant/immigrant. Political persecution is what qualifies you for the official status of refugee. Reminds jews that still they are not welcome in eastern parts of europe / the soviet satellite states. Us vision global capitalism, personal freedoms; democracy, hopefully producing moderate, liberal staets. Western europe (especially england and france): mixed economy, building social. Democracy and welfare state nationalization, universal heawlth, housing, pensions. Central europe (poland, hungary, czech until 48) state socialism, open political cutlrue and formation of coalitions, reforming economy and society. Ussr: centralized state control of all economic, social political and cultural developments; planned economy within soviet sphere; russian hegemony over satellites. Happy to take the money and the military protection of the us to create post war future. But they don"t exactly go the us route, instead they practice a mixed economy.
