Provides for greater diversity of policies and programs. States can act as a laboratory for governmental experimentation and innovation. If a policy works in a state, then maybe it can work at a national level. Jim crow laws were a result of federalism. Poor regions vs. rich regions in access to necessary benefits for the people.
