Had a congress where each state sent a delegation and had one vote. Need 9/13 states to agree to pass the law. To add to the articles/amend, need 13/13 states to agree. No way to raise an army, defend the federation. Congress could ask the states for troops but not obligated to provide them. Can"t impose taxes, no way to print national currency. Can ask states to provide but not obligated to. There were 13 state currencies and the continental currency (14 total) Each state could impose a tariff on state-to-state trade. No foreign policy or ways to make agreements with other nations. Taxes were being imposed and if couldn"t pay then would lose land. Start to rebel, no army, mass asks other states to help, finally capture shay.
