Can ask states to provide but not obligated to. There were 13 state currencies and the continental currency (14 total) Each state could impose a tariff on state-to-state trade. No foreign policy or ways to make agreements with other nations. Taxes were being imposed and if couldn"t pay then would lose land. Start to rebel, no army, mass asks other states to help, finally capture shay.
