Skowronef theory- the president is in a structural cycle: the dominant party- the regime party. President of reconstruction (the president with the best opportunity) President of articulation (the president that starts the regime) President of disjunction (the last president of the regime) President of preemption (the president of the other party during a regime) Skowronef believes the power of the president depends: reconstruction- powerful, articulation- moderately powerful, disjunction- weak. Presidents are most powerful in foreign affairs and war making. Originally, congress was supposed to pick the president. The power to the president is more vague than the power to congress: the constitution doesn"t say the president can, but it doesn"t say the president can"t. Presidents become more powerful as the nation becomes more powerful.
