A networking project, initiated by the pentagon"s advanced research agency (arpa), as part of the. U. s. department of defense, began in the late 1960s. Their goal was to create a network that (a) allowed scientists to share information without being physically close to each other and (b) would be able to function even under nuclear attack or another given disaster. This network was formally known as the arpanet in: now, we call it the internet or the web. Since then, the internet has evolved greatly, eventually leading to its heavily commercialized form in the mid-1990s. With this major evolution, though, came malicious purposes. As the internet and its capabilities grew, so did economic and political incentives for exploitation. This eventually led to cyber security gaining the status known as head-of-state-level , meaning that since this evolution we have seen a significant rise in attention for cyber security in almost every field, especially in international relations (ebert and maurer).
