In the process of change and transformation. A varied experience cannot be based on just british or us democracy. There are various institutional forms of democracy across cultures, but there persist certain elements. Tribal; class society has not been developed yet. Modern democratic institutions have become a forum and meeting place to settle differences, negotiate, compromise, make coalition in government. Modern forums, parliaments cabinets, but substance is traditional. Nigerian democracy: social tribal democracy: representatives are not of parties but of various muslim, christian, and ibu tribes. Number one democracy in the world because of the number of people. In terms of the institutions, parliaments, and parties, india is democratic. Social system different: castes continue to exist; like races or classes: no social mobility only in after life, industrialists, outcasts, brahmas, etc. Even though social divisions have been outlawed by government since independence, difficult to remove them from actual life so they continue to organize life in india.
