The national interest in education is very narrow and broad. Broad: link between education and a free society. Acquiring life skills, gaining civic and critical capacities, accepting authority, becoming an economic contributor. These opinions are all due to the many ideological views of the role of an individual. Public education was not outlined in the constitution and were, therefore, left to be a state and local responsibility. The role of states in the education system varies: establish schools and colleges, develop curricula, determine enrollment and graduation requirements, share responsibility for funding. Result: variation at state and local levels. There are tons of variation among states when it comes to public education; not only about what goes into education, but also what comes out of education: In policy inputs : revenues, resources and spending per student; material taught. In educational outputs : school performance and student achievement. Northwest ordinance: land was given to new states for public schools.
