The government were willing to give land grants, loans and government bonds with interest to companies which build railroads. government land grants and loans to railroads. Besides that, the huge expansion of population on the great plains encouraged more rivers and storage reservoirs to be constructed to support for the higher population. The water was used to generate electrical power. westward expansion of the population.
