Dawes act take all indian land and divide amongst white settlers. Indians would have equal rights within white societies. The government is frustrated that the indians weren"t quickly assimilating to white culture. Progressive politicians wanted americanize immigrants, especially mexican immigrants. Assimilating indians was rhetorical and people wanted to keep pushing for it. Whites thought they were helping the indians and elevating them in society. Indians would go to the carlisle school to learn english vocation skills. Indians are being trained to do things to prepare them for a laboring job.
