Both sides needed more men to participate in their separate. Enrollment act created a national draft for the first time (substitution, commutation fee, medical exemptions were all very common in the country to get out of the draft) People didn"t want to enter the military draft riots (nyc, 1863) The second bull run was a defeat for the north right after the. Confederates moved north and fought in antietam so they could blockade the capital. The british decided not to back the confederates. The battle of vicksburg is going on when the gettysburg battle was going on = win for the union. By the end of the war, about 25% of slaves left their plantation a lot fought for the north. Southerners were afraid of the slaves rebelling and running away to northern lines the north encourages this. Lincoln didn"t want to emancipate slaves right away because he didn"t want missouri border states to secede.
