Slavery was considered property right and there was a debate if people should be able to own slaves in certain states. More about state governments and their rights. States rights was the how" for succession they did it because of states rights. Confederate states made it imperative that property rights (slaves) can"t be taken away. Mexican war upsets the slave/free state balance. Wilmont proviso shows us a regional issue not a party issue towards the entrance of states. Utah/new mexico land was settled by popular sovereignty this issue gave up federal supremacy. Nebraska/kansas this land would be settled by popular sovereignty. This became chaotic because pro-slavery and anti- slavery people rushed to get there to make the state become free or slave (war goes on john brown)
