Issued by general sherman in january of 1865 in response to black leaders request that freed slaves be provided with a means of self support: set aside strip of coastal land between charleston and jacksonville for use by freed slaves who were given 40 acre plots, freed people assumed they were being given or would be given ownership of the land as respirations for their enslavement, radical republican: thaddeus stevens fought for the slaves, most land was returned to confederate owners or sold to northern investors, leaving freed slaves without the means of economic independence, the promise of equal rights, 14th and 15th amendment b, limitations neglect of woman and ethnic reconstruction as second american revolution , class, race, and retreat from democracy, rise of liberal republicans minorities.
