Collective security as explanation for igo creation. First formal general governance igo (treaty of versailles 1919) Wilson was very set on creating a mechanism for peaceful relations, only works if all great powers agree to not use war as a tool for aggression. Post-war igo expansion; (igos are state based; states are members, can also be regional or international. States have created more than 300 igos: regional and global, all issue areas, extensive variation among igos (world trade organization)
