Global governance- formal and informal arrangements that states and other international actors have agreed to, or that they perceive to be in their interest. Organizations: formal igo"s, created by treaty, at least 3 states, permanent bureaucracy, an actor . Establishing principles and practices of restraint and cooperation. Peace-time negotiations about altering state behavior in war. The first time powerful states get together to lay ground rules. 20th century: league of nations; not very successful, could not respond to aggressors. Collective security as explanation for igo creation. First formal general governance igo (treaty of versailles 1919) Wilson was very set on creating a mechanism for peaceful relations, only works if all great powers agree to not use war as a tool for aggression. Post-war igo expansion; (igos are state based; states are members, can also be regional or international. States have created more than 300 igos: regional and global, all issue areas, extensive variation among igos (world trade organization)
