First there must be food, work, arms (police), revenue (internally and externally aka war), religion, and power, these can be identified in any society. Division of labor- war and justice (pg 71). Aristotle- if you do not administer justice and office then you are not a true citizen, you are necessary, but not a citizen. (ex. If you are working everyday as a teacher for instance, raising a family, etc, then you are not a citizen since you are not a member of authority)
