Blacks During the Great Depression • Great Migration is going on right now o How blacks came to the North • WWI o Blacks thought that they would gain rights o Du Bois says that we should fight with America o After we see a rise in anti­black violence o African­Americans getting more economic opportunities  Industrialization • Lowest paying jobs, but better than agriculture Depression Era Politics and Race • Massive Unemployment • Food Insecurity and Hunger o Supplementary Food Assistance Program  Created because of hunger  Big deal because white people are dying • Only happening because of white people • Social Dislocation/Homelessness • Blacks at Lowest Economic Rung/Hardest Hit • “The Bronx Slave Market” Domestic Work at 15­25 cents per hour o Entire economy collapses o Creates illegal markets  • Survival Strategies and Communal Networks • Socialism/Communism, seemed appealing to blacks o Wealth Redistribution, social programs o Through taxes, that money will be put in different institutions o Medicare, Social Security, Public education • Blacks hardest hit by Great Depression because of precarious position in industrial  hierarchy • New Deal creates underpinnings of social safety net o Blacks discriminated against vis a vis receiving proper share of benefits o Changes America forever, transforms relationship between government and  citizen o Government can do more things o Done out of tragedy, need a crisis • Black officials and the new Deal: Roosevelt’s black cabinet of racial advisors o Federal Council on Negro Affairs Race Movements • Black social scientists and scholars attempt to disprove racism through scholarship • NAACP agitates for black equality through law o What can be done to uplift black people • Black women activists: Daisy Lampkins, Ella Baker • Black and Labor: CIO encouraged Blacks and European ethnics • CP and International Labor Defense of the Scottsboro Boys o 9 men who jumped on a train, got accused of rape, evidence showed they were  innocent but still were convicted o They get goodwill for the defense of Scottsboro Boys A New Deal for Blacks? • Federal Anti­Poverty and Employment Programs • Two­Tiered Liberalism Based on Color Line o It can have goals, and actually complete them • Agricultural Adjustment Act­Uneven Access • National Recovery Administration (Negro Removal Agency) • Public Works Administration • Civilian Conservation Corps Jim Crow and New Deal • Racial segregation ran through the entire New Deal • Southern Congressional Dixicrats Ensured This o Congress ran by southern racists o How US becomes a racist society • Eleanor Roosevelt­Civil Rights Champion o Most important First Lady in history o Makes Civil Rights her own cause o FDR’s conscious • Integration of Some Government Employment o Wilson didn’t want blacks with Federal jobs • FDR’s “Black Cabinet” Mary McLeod Bethune, Robert Weaver Black Intellectuals • Most black Ph.D.’s in History up until that point • Use
