Reorganized navy on prussian model, army on british model. 1889 emperor granted constitution to the japanese people, the emperor was still a divine figure above politics. Only the pm, minister of the army and of the navy were allowed direct access to the emperor. Japanese parliament was a weak body that served to approve the various decrees. Business interests favored expansion to gain more markets, sources of raw materials. Elder statements moderated expansionist policy, but they were dying out, only one alive in the 1930s. By 1931 the japanese government gives the green light to significant military incursion. Lord lytton leads fact-finding mission to see what really happened. China argued that it was an unprovoked attack. Report showed that japan was guilty of unprovoked act of aggression.
