Lecture 12 Pre­Absolutist to Absolutist Phase • Technological shift • New set of actors, capitalist class, working class • Notion of nationalism • Rulers were viewed as representatives of the people • Negotiation between leaders and people • Kings had to use intermediates to get armies French Revolution • Killed monarch and ruling class, lead to war • People took control of the state o Ideological challenge to old order  Other monarchs have built in incentives to intervene in situations like this o Opportunity for other states to gain territory • People are attached to revolutions and willing to fight back • They use paid, often foreign, soldiers • Citizen martyrs  • IR Shift o Intensity of fighting in revolutionary wars o Most nations waged war against France, but France overcame and gained more  territory o Wars are more national, mobilize the population, fighting for their beliefs o Nation­states are major actors o World of Waltz, what his theory describes • Napoleon o Leads France in wars that aren’t ideological o Hero of the collapse of absolutism o Captured and exiled by enemies  Tries to convince them to let him try and conquer the world again  People thought they were fighting for glory of France
