Government needed to take control of expansion: making growth orderly. Officials decided they needed to make new politics regarding land, military negotiations, and other subjects. Thomas jefferson was the forerunner of this movement and provided the vision for the west and also creates practical policies for this. One policy that he created was regarding the northwest territory. While they had claimed this area, there were many issues surrounding. it. One area in particular was the northwest territory and is where most american settlers headed after the revolution.
