Mexico started to encourage white settlers in texas because they wanted to boost the population in these border cities and also were able create a bigger economy. 16,000 people lived in texas, almost 3 times the amount of mexicans. The government responded to this by creating a halt on american immigration and the government issues an emancipation proclamation freeing slaves. Texas declares itself an independent country in 1836 and troops get sent but ultimately fails.
